
New York Governor Kathy Hochul has instructed the New York Power Authority (NYPA) to initiate the development of a zero-emission advanced nuclear power plant in Upstate New York.
The project aims to ensure a reliable and affordable electric grid while contributing to the state’s clean energy goals. The initiative aligns with Governor Hochul’s 2025 State of the State plan, which seeks to boost nuclear energy development in the region.
The proposed nuclear plant will provide zero-emission baseload power, complementing the state’s renewable energy efforts. This will support New York’s objective of achieving a clean energy economy by delivering dependable and cost-effective clean energy.
Governor Hochul said: “As New York State electrifies its economy, deactivates ageing fossil fuel power generation and continues to attract large manufacturers that create good-paying jobs, we must embrace an energy policy of abundance that centres on energy independence and supply chain security to ensure New York controls its energy future.”
In collaboration with the Department of Public Service (DPS), NYPA plans to develop at least one nuclear energy facility with a minimum capacity of 1GW. The project may involve partnerships with private entities to bolster the state’s electric grid, benefiting residents and businesses alike.
NYPA will begin assessing technologies, business models, and potential sites for the nuclear plant. This evaluation will include feasibility studies and financing considerations, in coordination with the master plan for Responsible Advanced Nuclear Development in New York.
The New York State Energy Research and Development Authority (NYSERDA) will lead this effort alongside DPS. Site evaluations will focus on public safety, community support, infrastructure compatibility, and the availability of skilled labour and land.
The initiative also extends New York State’s financial backing to Constellation for early site permitting at the Nine Mile Point Clean Energy Center. It will facilitate collaboration with other states and Ontario, enhancing regional efforts to strengthen nuclear supply chains.
