And with almost 2,500 letters sent in urging councillors to approve the vital project, expressions of support outweighed objections by nearly five to one.
But councillors voted last October – by the narrowest of margins – to refuse permission for the scheme, located to the east of Howden.
Now an independent Planning Inspector will judge the merits of the application.
