The regulation comes in the wake of the last year’s fire in the Hazelwood coal mine.
In line with the recommendations of the Hazelwood mine fire inquiry, the proposed regulations aim to improve safety at the three major coal mines in the Latrobe Valley, including Hazelwood, Yallourn and Loy Yang coal mines.
Each of the mines will be required to assess the probability and impact of a fire in the areas of their mines as well as implement a plan to reduce the risk of a fire.
Premier Daniel Andrews said: "This isn’t just about the safety of the mine – it’s about the safety of tens of thousands of firefighters and Latrobe Valley locals."
Mine operators should also regularly review the assessments and plans and improve them over time as well as publicly report on the progress of rehabilitation works on an annual basis.
