The move follows a raise in power usage in recent weeks with the temperatures reaching up to 37 degrees Celsius (99 degrees Fahrenheit). Consumption increased to around 18,000MW from 1,500MW in the recent weeks.
The rationing measures include shortened work hours in public sector offices, where employees will work from 7.30am to 1pm.
The government has directed private companies to improve their energy efficiency.
Also, it plans to inspect malls and factories to ensure that they have cut down 10% of their energy needs, as per a resolution passed in 2013.
Venezuela Electricity Minister Jesse Chacon said: "The system is beginning to have instability problems and we must take preventative actions to face the increased electricity demand."
The South American country primarily depends on hydro power which accounts for 64% of its total generation.
