The Scottish Environment Protection Agency (SEPA) wish to procure a Hydrological Information Management System (HIMA) that will allow the retrieval, quality control, analysis and reporting of time series data (including rainfall, water level, flow, groundwater level).

The primary purpose of the system is for the management of hydrological data, although the system will have the capability to archive any type of time series data such as continuous water quality data and air quality data. The system will include an integrated telemetry management component that has the capability to retrieve data and alarms from out-stations. Users will be based in up-to 22 offices around Scotland, remote access from non-SEPA offices will be an advantage.

The project includes the migration of data from six existing archives, implementaing a replacement HIMS, training SEPA staff and the provision of on-going support and maintenance

Must be a proven off the shelf software solution, not bespoke and built to order. Some tuning of a standard product will probably be required.
