Texas Eastern has proposed the pipeline to FERC in February 2009, although the company started its pre-filing process in July 2008.

Texas Eastern aims to link its pipeline with a second line owned by ConocoPhillips to increase natural gas capacity to the northeastern US, where demand is growing.

FERC spokeswoman, Tamara Young-Allen said the FERC staff agreed the project will serve a public requirement and determined the environmental impact of the project will be kept to a minimum.
