The Tesla Power Project – proposed to be built in a rural area of eastern Alameda County, close to the western border of San Joaquin County – received a construction and operation license from the commission in June 2004.
The Energy Commission’s regulations state that the deadline for the commencement of construction shall be five years after the effective date of the decision [that granted the license]. Prior to the deadline, the applicant may request, and the Energy Commission may order, an extension of the deadline for good cause.”
For Tesla, which was never built, the deadline is June 16, 2009.
