The reformer will be capable of producing 160,000 Nm³/h of hydrogen product and export steam, which would be used by the refinery.
Under the contract, Technip will undertake detailed engineering and supply of the reformer, using its top-fired steam methane reforming technology.
The company has already provided basic engineering for the complete hydrogen plant. Technip’s office in Zoetermeer, the Netherlands, will implement the reformer project.
Technip Stone & Webster process technology president Stan Knez said: "We are delighted to continue our involvement with this project and see that the application of Technip’s proprietary technology is increasing our global footprint in refinery applications."
The new refinery, which is expected to be commissioned in 2018, will have a processing capacity of 10 million tons of crude oil per year.
It will produce a range of products including jet fuel, diesel, naphtha, petroleum coke and liquid petroleum gases.
Turkish energy firm Turcas Petrol sold its 18.5% interest in the Star refinery to Socar Turkey for $59.39m.
In May 2014, Socar signed a $3.29bn financing deal with 23 banks and export credit agencies to fund the construction of the refinery.
