Background for the audit
Storting White Paper 12 (2005-2006) and the PSA emphasize the need for more attention on the work on preventing major accidents.
The industry conducted an audit of the OLF/NR policy 024 during the period 2007-2009. In this connection we are conducting audit activities aimed at well control in order to motivate and to find out how the industry works on preventing major accidents. Similar audit activities were carried out with drilling contractors and operating companies during 2003-2007.
The PSA conducted a well control audit of Odfjell in May 2004. Odfjell’s measures after the audit have been followed up and verified as part of the audit.
In reporting to”Risk level in Norwegian Petroleum Activities” (RNNP), Odfjell is involved as a drilling contractor in various well control incidents. The statistics show a positive trend since 2003 as regards the number of incidents which the company has been involved in. The company’s work in achieving this improvement has been followed up in this audit activity.
Purpose of the audit
The purpose of the audit was to clarify how the company’s management system to safeguard health, safety and the environment functions in connection with well control. A review and an assessment were conducted of the company’s systems, procedures and follow up of the work on well control expertise in relation to current regulatory requirements.
Result of the audit
We identified no non-conformities in relation to the regulatory requirements.
During the audit, some items with a potential for improvement were identified in connection with the following:
Simulator training
Follow-up of exercises and training from the onshore organization
Individual competence and group competence
Activity-specific, location-specific and facility-specific training
Training beyond IWCF certification
Follow-up of course and education/training institutions
Transfer of experience relating to well control.
