USA: Alberta-Montana Transmission Line

A consortium consisting of Rocky Mountain Power, Lectrix, and Scott Land & Permitting is undertaking a feasibility study for an $80 million 300MWe 180 mile, 300MW/230 kV transmission line from Lethbridge in Alberta to Great Falls in Montana. Start up is scheduled for December 2006, with construction to start in early 2006.

Jordan: Almanakher Power Plant

The Central Electricity Generating Company (Cegco) of Jordan is accepting tenders for a $295 million gas-fired combined cycle power plant of 280-400MWe, due to start operations in 2008, to be located near Amman. The project will also include a 400kV substation at the site. The plant will be fuelled by Egyptian gas through the Arab gas transmission pipeline. The project will be an IPP developed under a BOO agreement with an initial 25 year operating licence.

USA: Big Bend Power Station Emissions Control

Tampa Electric Company is planning to install SCR (Selective Catalytic Reduction) technology to reduce nitrogen oxide (NOx) emissions from coal by 80% at the four coal-fired units at Big Bend, Florida. The upgrading project is valued at $300 million. Unit 4 is due for completion by June 2007, unit 3 by May 2008, unit 2 by May 2009 and unit 1 by May 2010.

UK: Peterborough energy-from-waste power plant

Global Olivine is planning to build a £250 million (€362 million) 50MWe energy from waste power plant near Peterborough. The plant is scheduled to start up in 2007. The project will consist of a large municipal waste recycling centre with up to eight high temperature incinerator units.

It is expected that an operating licence will be issued shortly. DTI consent will be required.

USA: Forward Wind Energy Centre

Alliant Energy is seeking government approval for a 100MWe wind farm, consisting of 133 turbines, to be located near Brownsville, Wisconsin. Start up is scheduled for the end of 2005.

UK: Teesside IGCC Power Plant

Progressive Energy is undertaking a feasibility study into a £425 million (€616 million) 800MWe power plant utilising an integrated gasification cycle to burn coal or petcoke and generate electricity via conventional gas turbines. It is intended that the hydrogen by-product will be used to grow a hydrogen economy via existing storage and 30 km ring main distribution pipework.

Progressive Energy intends to apply for formal planning consent by summer 2005, with construction starting by the end of 2006, and start up scheduled for the end of 2008.

USA: Medicine Bow Power Plant

DKRW Energy is undertaking the preliminary engineering for a $2,750 million integrated coal liquefaction plant to be located at Medicine Bow River Ranch, Carbon County, Wyoming. The plant will utilise coal and produce low-sulphur petroleum products as well as 300-750MWe of electric power at a planned cogeneration plant on site.

DKRW is negotiating with Rentech to employ its Fischer-Tropsch based coal gasification technology for the process. DKRW is also negotiating with Bechtel for the engineering contracts for the product upgrading section of the project. Construction on the liquefaction project could begin as early as 2007, with completion and first production scheduled for some time in 2009.

USA: MidAmerican wind farm expansion

MidAmerican is seeking government approval for a $63 million 50MWe expansion at two wind farm sites in Iowa. The proposal is for 15 new 1MWe turbines to the northwest Iowa site and 35 to the north-central Iowa site. Start up is scheduled for the end of 2005.

France: Cotes des Iles offshore wind farm

Eoleres is planning to build a €155 million 98MWe offshore wind farm comprising 27 turbine units, to be located 5 km offshore the Cotes des Iles between Normandy and the Channel Islands. Start up is scheduled for 2008.

UK: Carraig Gheal onshore wind farm

GreenPower is seeking planning permission to build a £65 million (€94 million) 72MWe onshore wind farm consisting of 24 turbine units. The plant will be located south of Taynuilt between Loch Awe and Loch Etive.

Scottish Executive approval will be required for final determination after local Council statutory permission. A decision will be expected towards the end of 2005. If permission is granted, start up is scheduled for 2008.

UK: Mark Hill onshore wind farm

Catamount Energy and Force 9 Energy are planning a £78 million (€113 million) 90MWe onshore wind farm comprising 45 turbine units, to be located at Mark Hill in South Ayrshire in Scotland. It is believed that the UK Ministry of Defence will raise objections to the application. If the project goes ahead, it is scheduled for start up in 2007.

Canada: Toronto Airport Power Plant

The Greater Toronto Airports Authority and SNC-Lavalin have signed a C$122 million (€76 million) contract for construction of a 117MWe cogeneration power plant at Pearson International Airport. The plant is scheduled for commercial operation by September 2005. Once commissioned, the power plant will be operated and maintained under a separate contract by SNC-Lavalin ProFac.

USA, Elk River Wind Farm.

ScottishPower has received project approval for a $190 million 150MWe wind farm at Wichita in Kansas. The project will consist of 100 turbines. Start up is scheduled for December 2005, with construction due to start in spring 2005.

USA, GE Calpine Power Plant.

GE and Calpine are at the planning stage for a $500 million 775 MWe combined cycle gas-fired power plant, and this will be the world’s first power plant based on the 60Hz version of GE’s “H” system gas turbine technology. Start up is scheduled for mid-2008. The facility will be based on two GE170H combined cycle systems. The companies are expected to announce the plant’s location soon, with a location in California considered the most likely. GE will purchase the project development rights from Calpine and will finance, own and operate the facility. Calpine’s Energy Services group will market electricity from the facility under a long-term marketing arrangement with GE.

United Kingdom, Alltwalis onshore wind farm.

Catamount Energy is planning a £21 million 25 MWe onshore wind farm comprising ten turbine units, to be located in the Nant Alltwalis valley at Blaengwen, north of Carmarthen in Wales. Start up is scheduled to take place in 2006.

Catamount, which was expected to file a formal planning application in January 2005, will use its UK development group, Force 9 Energy to manage the project.

United Kingdom, Fallago Ridge onshore wind farm.

North British Wind Energy is planning a £100 million 114 MWe wind farm consisting of 57×2 MWe turbines. The wind farm will be located at Fallago Ridge in the Lammermuir Hills in Scotland. Start up is scheduled for 2006. Formal application to proceed is expected in early 2005.

United Kingdom, Slieve Kirk onshore wind farm.

Airtricity has applied for planning permission to build a £65 million 75 MWe onshore wind farm consisting of 25 units. The plant will be located in County Tyrone in Northern Ireland, and start up is scheduled for 2007. A decision on the planning application is not expected before the end of 2005.

USA, Powder River Basin power plant.

The Basin Electric Power Cooperative has awarded Sargent & Lundy with the engineering consultancy contract for a $500 million 250MWe coal-fired power plant to be located in Gillette, Wyoming, USA. Start up is scheduled for 2011.

USA, Riverside Power Plant.

Riverside Public Utilities has received approval from the California Energy Commission for the construction of a $75 million 96 MWe gas-fired simple cycle power plant consisting of two identical units, to be located at Riverside, California. GE will be providing two LM6000 SPRINT Next Generation gas turbine generator sets. Start up is scheduled for the end of 2005. Construction is expected to start in early 2005.

Installation of a fuel delivery system, inlet air chillers, an electrical transmission system, and selective catalytic reduction (SCR) units will be required.

Iran, Ali Abad combined cycle power plant.

The Iran Power Development Company (IPDC) is planning a $550 million 1000MWe combined cycle power plant with a scheduled start up date of 2008. An Energy Conversion Agreement (ECA) is due to be signed by March 2005. The project is due to be developed by Saudi Oger and the Sojitz Corporation under the guidance of IPDC.

Sembcorp Utilities is planning a £42 million 30 MWe wood-fired biomass power plant in Teesside. The plant will use fuel derived from short-rotation coppiced plantations and sawmill and forestry recycling. Start up is scheduled for 2007.

USA, Cape Wind Offshore wind park.

Energy Management Inc (EMI) is seeking government approval for a $700 million 420 MWe offshore wind farm to be located at Horseshoe Shoal, Nantucket Sound, Massachusetts. The wind farm will consist of 130 GE Wind Energy turbines. Permitting is scheduled to take place in 2005, with manufacturing and construction taking place in 2006.

USA, Chuck Lenzie power plant.

Nevada Power Company, a subsidiary of Sierra Pacific Resources, has selected Fluor to complete construction of a 1200MWe gas-fired combined cycle power plant, located in the Moapa Valley, Nevada. Start up is scheduled for 2006.

Egypt, El Tebine power plant.

The Egyptian Electricity Holding Company (EEH) is planning a $375 million 650 MWe gas-fired power plant comprising two 325MWe units. The plant will be located on the site of an existing older station (to be decommissioned) on the banks of the Nile at El Tebine. The plant will have dual fuel capability with fuel oil back-up. Start up is scheduled for 2009. Board approval is not expected until September 2005. EBRD is expected to contribute approximately $250 million towards financing.

Ireland, Carranstown Energy-from-waste plant.

Indaver Ireland Limited has been granted planning permission to build a £55 million 14 MWe energy-from-waste power plant capable of processing up to 150 000 t/yr of MSW and industrial waste. The plant is to be located in County Meath, and is scheduled for start up in 2007.

The project will generate power through an incinerator and steam turbine, and the majority of the electricity will be for export to the grid.

United States, Gulf of Mexico wind project.

Wind energy Systems Technology (WEST) and GT Energy are carrying out a feasibility study to develop a large wind farm in the Gulf of Mexico. The project initially calls for three 50 MW projects in state waters off the Louisiana coast. The project may include innovative use of existing oil and gas platforms as mounts for some of the turbines and as collection points for cables to bring power onshore.

Ireland, Codling Bank offshore wind farm.

Fred Olsen Renewables and Ecowind are planning to build a £1250 million 1100 MWe offshore wind farm to be located at Codling Bank off the coast of County Wicklow, Ireland. The wind farm will comprise 220 wind turbine units. The viability of the project will be dependent on the prospects for a subsea interconnector with Wales. Start up is scheduled for 2008.
