According to the Commission the firm agreed to invest $30bn towards the project.
HMC chief executive officer Kin Moon confirmed the agreement and said that construction is scheduled to commence in January 2014.
The plant is projected to generate 1000MW of energy every year for 10 years from the date of commission.
"The company has plans to build 300 megawatts of photophobic panel plants and other solar thermal technology and 10,000 jobs are expected to be generated when the project takes off, while $1.8billion will be generated annually from the project," Moon said.
Moon further added that the company will require a minimum if 83, 999.99ha in Nigeria for the project.
