Jordan and Russia on 12 April signed a nuclear energy cooperation agreement covering areas such as safety legislation, licensing and inspection programmes and waste management legislation. Russia’s nuclear regulator Rostekhnadzor said the agreement was signed with Jordan’s Energy and Minerals Regulatory Commission. Jordan expects its first nuclear power reactor to begin commercial operation in 2025, according to the head of the state-owned Jordan Nuclear Power Company (JNPC), Ahmad Hisayat. Hisayat said in a press statement that the company and the Jordan Atomic Energy Commission are cooperating with a "consultative company" to prepare site and environmental impact studies for the construction of two reactors, which are expected to be built in the Qusayr Amra region east of Amman. In September 2014, Russia’s state nuclear corporation Rosatom signed a pre-investment contract for the construction in Jordan of two VVER-1000 units. In March 2015 Rosatom and the Jordan Atomic Energy Commission signed an intergovernmental agreement for construction of the units.
