ITC Holdings Corp. (ITC Holdings) has appointed Terry S. Harvill as vice president (VP) of energy policy. Harvill will report to Linda Blair, company’s executive vice president and chief business officer. He will be responsible for developing positions on key energy policy issues for all ITC subsidiaries and positioning ITC as a leader in the energy policy landscape.

The newly created position of VP of energy policy is aligned with ITC’s strategy to become a more active leader in policy issues related to the transmission industry.

As VP of energy policy, Harvill will shape company strategies in response to energy policy issues impacting ITC and its customers, and will advocate energy policy that supports those strategies.

We are pleased to welcome Harvill to ITC, said Blair. His tremendous industry and policy expertise will better position ITC to meet the challenges of the nation’s new and ever-developing energy climate, as well as establish ITC as a leader in energy reform.

Harvill comes to ITC with extensive experience in energy policy. Recently, he served as VP of energy policy for Constellation Energy Resources, Inc., where he was responsible for the development and implementation of Constellation’s federal and state government regulatory policies in North America. Earlier to his position with Constellation, Harvill was director of regulatory policy and operation for DTE Energy where he developed the company’s regulatory policies and strategies.

Harvill also worked as commissioner of the Illinois Commerce Commission, the state’s public utility commission and as former Illinois Governor Jim Edgar’s assistant for business and economic development. He also worked as the senior policy advisor to the chairman of the Illinois Commerce Commission.

Harvill has earned his Ph. D. in Economics from the University of Illinois at Chicago and his Master of Science Degree and Bachelor of Science Degree in Economics from the Illinois State University.
