Iraq says it has agreed with Syria on a plan for sharing the waters of the Euphrates. Iraq claims a tripartite agreement with Turkey was not possible due to intransigence by Turkey. Iraq and Syria depend largely on the Euphrates and Tigris rivers, both of which originate in Turkey, for drinking water, irrigation and power generation. The Euph-rates winds through Syria before entering Iraq, while the Tigris flows straight to Iraq from Turkey. Both Iraq and Syria maintain that they are not getting their fair share of water from Turkey. Their protests are specifically aimed at Turkey’s plan to build the US$1.62B Ilisu dam on the Euph-rates to produce power and irrigation for a large area of southeast Turkey.
