The state government has also announced a 30% subsidy to institutions for setting up of the solar power installations.
To facilitate the implementation, the Tamil Nadu Energy Development Agency (Teda) will work together with colleges and universities.
State minister P Palaniappan told The Times of India that departments of higher education are responsible for the implementation of the Tamil Nadu Solar Energy Policy 2012.
The state is home to the largest number of colleges with mostly daytime electricity needs with solar energy energy expected to reduce energy costs significantly.
Palaniappan further said that the major problem with solar power generation is to find space for solar panels.
"But, this is not an issue for higher educational institutions. You have acres of built up area, including classrooms, laboratories, student hostels and canteens."
Tamil Nadu currently generates only 15MW through solar energy, the minister added.
