Under the contract, the JV will design, construct, finance and operate the plant that will have the capacity to treat urban wastewater for the entire population of Gibraltar and storm flows.
Negotiations between the parties on the detailed terms of the project will now start.
Modern Water Services will be the lead contractor for the design and build of the project with a current order value of about £22m.
The plant will be completely enclosed and landscaped to visually improve the local environment and have odour control to comply with emission standards.
The contract requires the JV to provide a roof top car park for the plant, which will be operated by both the firms for 20 years.
The plant will be designed to allow for future capacity upgrades over the life of the contract to meet population and effluent flow increases without interruption to the plant’s operations.
Modern Water CEO Simon Humphrey said: "Modern Water has been active in Gibraltar since 2009 with its state-of-the-art forward osmosis testing facilities located on the peninsula and is delighted to be part of the Joint Venture that has been appointed as preferred bidder for this important wastewater treatment plant. Modern Water’s experience of treating saline wastewater was a key factor in securing this project."
