New connection rules proposed to enhance reliability
Plans to clarify regulations for connecting wind generation to the US transmission grid would set out uniform procedures for transmission providers and those requesting connection to follow throughout the process. FERC has issued a notice of proposed rulemaking setting out technical standards that wind generators must follow to ensure grid reliability. FERC proposals require wind plants to demonstrate the ability to continue operation if there is low voltage condition on the grid, to stabilise voltage levels and help the grid stay in balance. Wind generators would also be required to have SCADA capability to ensure real-time communication with transmission providers.
FERC issued interconnection rules in March 2003, but acknowledged that the order was tailored to more traditional generation. The new rules aim to allow equal treatment of wind power generators. The proposed rules for wind generators, which are likely to be finalised over the next six months, could also be extended to other technologies, such as solar power.
