Enea will build or upgrade 460km of high-voltage and 3800km of medium-voltage and low-voltage lines and cables. The company will install or refurbish about 3300 transformers.
The investment program will be undertaken over the period 2015 to 2017.
It will help in linking about 45,000 new system users and enhancing the reliability of the energy supply and reducing losses.
Enea services 20% of Poland in terms of area and distributes 13% of the energy consumed in the country.
EIB vice-president responsible for lending in Poland László Baranyay said: "The EIB, as the bank of the European Union, strongly promotes a competitive and secure energy supply.
"We therefore particularly welcome this agreement with Enea, as the project will ensure a secure supply to new customers through the expansion of the company’s electricity network."
Enea president of the management board Krzysztof Zamasz said: "Funds obtained from the cooperation will support investments in the distribution and this ultimately will increase safety and reliability of energy supplies for our customers."
EIB started operations in Poland in 1990 and provided about €3bn to support the country’s energy projects.
