Parsons-Brinckerhoff completed the initial site study for the project, which has a capital cost of approximately $375m.
EHII has begun evaluating the power purchase agreement (PPA) and implementation agreement (IA) for the plant and anticipate breaking ground on the project in the second or third quarter of 2011.
The company said that EHII is working with an infrastructure company in India to build, own, operate, and transfer (BOOT) agreements for two power plants with maximum combined capacity of 1200MW in the Middle East region.
EHII has also formed association agreements with major engineering and construction firms that will assist in the project construction management with EHII.
