The cost of developing priority documentation for Phase Two of Iran’s Bushehr NPP will be RUB53.7m ($780,469), according to a notice on the procurement website of Russian state nuclear corporation Rosatom. The sole supplier of the documentation is OKB Gidropress (designer general of VVER reactor), and the customer is architect general of the plant, Atomenergoproekt. The company is to develop an engineering design of Bushehr 2 and documents of the working project for pre-construction activities.

The contract for construction of Bushehr 2 was signed in November 2014 between Nuclear Power Production and Development Company of Iran (NPPD) and Rosatom’s Atomstroyexport. Bushehr 2 will be built to the improved design of AES-92 with VVER reactors of 1,057MWe capacity. Pre-construction activities at Bushehr 2 were planned to start in March 2016. However, on 4 April , the head of the Atomic Energy Organization of Iran (AEOI), Ali Akber Salehi, said construction has been delayed "due to some technical issues and different views on some indicators" of the project. "We will start the project once we reach a consensus, and we hope construction will take place this year," Salehi said. He added: "We have also plans for the construction of two small 100MWe power plants.

Unit 1 at Bushehr, a 1,000MWe Russian-built VVER reactor, is now operating under the full supervision of the International Atomic Energy Agency (IAEA). It achieved maximum power generation capacity in August 2012. In November 2014, Russia and Iran signed an agreement to build eight more nuclear plants in Iran.
