US utility Consumers Energy has outlined plans to phase in electricity restructuring for its share of the Michigan electricity market in order to enable customers to choose their electricity supplier by 2002.

The main features of the plan, which must be approved by both the Michigan Public Service Commission and the Federal Energy Regulatory Commission, includes making choice available to all customers by 1 January 2002 and putting up 750 MWe of generating capacity for sale.

If the scheme is approved, large customers could be able to choose alternative suppliers before the end of this year. Smaller business and residential customers may be able to choose their supplier before the end of 1999.
