Exelon Generation, Community Energy’s retail marketing are both committed to purchasing the electricity produced by the project.

Commenting on the developments Community Energy executive vice president Brent Beerley said, "Forward-thinking retail electric customers, backed by Exelon Generation on wholesale, and leadership from East Drumore township, the State of Pennsylvania, and the PA Sustainable Energy Fund were all part of making this happen, and we’re under construction with an experienced team led by contractor groSolar using Canadian Solar modules,"

The project will have 20,000 Canadian Solar modules, installed on fixed tilt, ground-mounted aluminum racking created by Schletter.

Keystone Project, expected to be completed towards the end of 2012, is financed by the Ben Franklin Technology Partnership, the Sustainable Energy Fund and the State of Pennsylvania, while groSolar is the construction contractor.
