CITIZENS COMMUNICATIONS (formerly Citizens Utilities) may be forced to shut down its hydroelectric projects on the Clyde river in Vermont, US due to state regulations. A spokesperson for the utility said state goals are not compatible with the operation of the facility, and that the utility will be forced to move towards decommissioning of the hydro project. The major area of disagreement comes down to the flows in the natural river bed downstream of the Clyde Pond. The ANR draft determination calls for flows ranging from 2.83 to 4.25m3/sec depending on the time of year. The Citizens Communications proposal set flows at 0.14m3/sec. Under the flows proposed by the ANR, the utility said, it would not be economically viable to produce energy on the river.
