The 6th UN Conference on Climate Change at The Hague, Netherlands, failed to reach an agreement about how best to govern the operation of the 1997 Kyoto Protocol which set targets to reduce greenhouse gas emissions.
The aim of the two-week talks was to ensure that decisions are reached which allow countries to launch the process of the Protocol and safeguard its environmental integrity. But the conference collapsed as the US and Western Europe twice failed to agree on a plan to reduce emissions.
