This new power station is located south of Tianshan Mountain, along the Toxkan River in Kulansarak Township, Akqi county, Kizilsu Kirgiz Autonomous prefecture, Xinjiang. It is the eighth level station of the two-reservoir and eleven-level Toxkan River hydro energy plan. As per the plans, in its initial stages, the project will contain the functions of power generation, irrigation, flood prevention and ecological protection.
According to Cao Peixi, general manager of China Huaneng, the Huaneng Toxkan River Biedieli hydropower project is a run-of-river, diversion type hydropower station.
