The plant will be located around 100km from Ekibastuz nearby the border of Pavlodar and Akmola oblasts.
The estimated cost of the project is $100m, according to Tengri News.
The bank has signed a memorandum of mutual understanding and cooperation with Pavlodar Social-Entrepreneurship Corporation for the project funding during the visit of Chinese president Xi Jinping to the Astana city.
The Kazakhstan-Chinese Business Council’s first meeting took place on 8 September 2013 in the city.
