The $1.4bn first phase, which is subject to the financing closure by the consortium, involves development of two power plants, each with a capacity of 600MW.

The units are planned to enter service by March 2020 and March 2021, respectively.

Alstom will provide boiler and steam turbine generator as well as advanced environmental control systems including electrostatic precipitators (ESP) and seawater flue gas desulphurisation (SWFGD) systems for the power plant.

Alstom steam business senior vice-president Andreas Lusch said: "We are eager to continue supporting Dubai to grow and diversify its power generation infrastructure."

Recently, HEI and ACWA Power have been selected by the Dubai state utility Dubai Electricity and Water Authority (DEWA) as preferred bidder for the construction of first phase of the project.

Two additional projects are also under consideration by DEWA to bring the total capacity of the facility to 3,600MW.

DEWA CEO Saeed Mohammed al-Tayer said: "Hassyan power plant will use the ultra-supercritical (USC) technology to reduce any negative impact on the environment.

"DEWA has requested that the project meets flue gas emission limits more stringently than emission limits in the Industrial Emissions Directive (IED) of the European Union and in the International Finance Corporation (IFC) Guidelines. All the necessary environmental studies have been carried out.

DEWA will own 51% in the joint venture, which is due to be established to build, own and operate the proposed power plant.

Harbin Electric International chairman and president Guo Yu said: "Dubai has been promoting the diversification of its power market with a clear focus on clean fuels. Hassyan clean coal project marks a major milestone in the pursuit of this strategy."

The Dubai Integrated Energy Strategy 2030 seeks to enhance Dubai’s strategic efforts to diversify energy mix to include 71% from gas, 15% from solar power, 7% from clean coal, and 7% from nuclear power.
