Network tariffs, or charges, by the poles and wires businesses make up about 40 per cent of an average residential electricity bill.
Public consultation runs until 30 October 2015.
Vince Graham, CEO of Networks NSW, said the network businesses wanted to hear from people across NSW.
"Whether you’re a residential customer, run a business or operate a charity or community group, we want to hear what you have to say," he said.
"The findings of the consultation will inform our recommendations to the electricity regulator on network tariffs from 2017-2019 and help deliver better customer outcomes for many years to come."
The three electricity networks ensure that electricity is distributed safely, reliably and sustainably to homes and organisations across NSW. Network tariffs cover the costs of the network, including infrastructure, staff, maintenance of poles and wires and bushfire risk management programs.
"We’re rethinking how we structure network tariffs to keep electricity affordable for all customers, especially the vulnerable, and continue to provide a safe, reliable and sustainable electricity network.
"Our Issues Paper contains a range of options and we’d encourage people to have a look and tell us what they think," Mr Graham said.
The online consultation is part of a broader state-wide consultation, which will include interviews with consumer groups, businesses and organisations across NSW.
Ausgrid, Endeavour Energy and Essential Energy will be making their tariff reform proposal to the Australian Energy Regulator by 27 November 2015.
