In a report, NEB has recommended the Governor in Council to approve the project but with 157 conditions.
The conditions include regulatory and/or overarching requirements as well as requirements regarding project engineering and safety; emergency preparedness and response; environmental protection; people, communities and lands; economics and financial responsibility; and, project-related marine shipping.
NEB’s recommendation follows a scientific and technical examination of all the evidence brought before the panel as well as the completion of comprehensive environmental assessment of the project.
The environmental assessment has been conducted by NEB in accordance with its authority under the National Energy Board Act (NEB Act), as well as the Canadian Environmental Assessment Act 2012 (CEAA 2012).
The Trans Mountain pipeline expansion project will increase the nominal capacity of the system from 300,000 barrels per day, to 890,000 barrels per day.
As part of the project, the company will build about 987km of new pipeline along with new and modified facilities such as pump stations and tanks, while 193km of existing pipeline would be reactivated.
Kinder Morgan is also considering expansion of the Westridge marine terminal, as part of the project.
