The contract opens the way for the execution of an investment project embracing the expansion of the Kaliningrad combined heat and power (CHP) plant with the construction of the second 450MW power unit.
Under the agreement, Mezhregionenergostroy will fund the project, while Inter RAO UES assumes the responsibility to oversee the construction of the power unit and, once complete, its transfer to the investor.
Pursuant to the contract, the capital investment ceiling has been set at RUB22.3 billion and the construction completion deadline is set for December 31, 2010.
The construction of the second power unit at the Kaliningrad CHP plant is expected to enable to reduce the energy shortage risk, and enhance the energy supply reliability in the region as well as bolstering the region’s energy security.
