Jeffrey Byron, member of California energy commission, has stated that the $530m combined-cycle generating plant uses heat recovery steam genrators developed by GE, two gas turbines, treated waste water supplied by the city of Avenal and a dry-cooling system.
As reported, after receiving the license for the construction of the plant, Macquarie unit Avenal Power Center of Houston may sell the output from the power plant under purchase power agreement to PG&E San Franciso.
If the project gets the license, construction is expected to be started by April 2010, with commercial operation by June 2012.
