Cemig, a Minas Gerais state electricity firm, has decided not to renew concessions for three of its hydroelectric dams that generate 2,500MW of power, according to Reuters.
Power transmission company Cteep and the power utility Cesp in the state of Sao Paulo are also likely to reject the extension of their concessions.
Government officials, however, are of the view that a majority of the Brazilian utilities will accept the concession renewal terms to keep their assets for decades more.
Federal University of Rio de Janeiro electrical energy researcher Nivalde de Castro told the news agency that "Obviously, if the utilities do not renew their concessions, the goal set by the president will be in trouble."
Rousseff had unveiled the plan to lower some of the world’s highest energy bills by an average of 20%, on 11 September 2012.
The plan is based on revamped concession contracts given to electricity generating and transmitting firms that are run by the state and federal government.
