The agreement between the countries also includes the development of nuclear infrastructure, the safety of nuclear facilities and radioactive sources, industrial production of components and materials to be used in nuclear reactors, among others.
The agreement will last 10 years, and will be automatically renewable for consecutive periods of five years.
Regional warning
According to Julio Cesar Pineda, a former president of the Inter-American Nuclear Energy Commission, any agreement in this area has to be signed by completely democratic states, which respect pluralism and have good relations with all countries.
Any agreement with Russia, at a time when that country is eager to revive polarity and play an active role in global geopolitics, means that Venezuela could enter into a nuclear arms race that will be of great concern to neighbouring countries, especially Colombia and Brazil.
