US-based Worldwide Energy Consortium (WEC) focused on design, fabrication, construction, and operation of refineries has commenced the initial engineering and permitting phase work for a new refining facility in Texas.

The new refinery called The Whitetail Refinery, will be built near Gardendale in La Salle County in the US state of Texas.

WEC selected the site to benefit from the oil production from the Eagle Ford Shale play, which is considered to be one of the largest oil and gas fields in the world.

Worldwide Energy Consortium CEO Dave Martinelli said, "The rapid deployment of modern, cost efficient refining operations directly into the new production regions will positively impact the producers, consumers, and the investors in our projects."

The company has been working closely with local officials, producers, land owners, and state agencies, and identified multiple production sites to benefit from the the abundant resources being developed in the area.

The Whitetail Refinery is first of the many projects WEC has planned for the region, which is expected to become operational by the fourth quarter of 2014.
