Planned to be built about 140km east of Houston, the project will feature two natural gas liquefaction trains with a total export capability of approximately ten million tons per annum, LNG storage tanks, and marine facilities for LNG ship berthing and loading.
Under the agreement, the companies will continue discussions and evaluations of a potential LNG gas liquefaction facility in Port Arthur.
Sempra LNG and Midstream president Octavio Simoes said: "This agreement continues to build on our experience developing safe, reliable energy infrastructure in North America and on Woodside’s core strengths in construction and operation of LNG assets.
"We are confident that, together, we can develop a facility that will meet the highest standards of LNG supply for the global market."
The agreement has been signed after the memorandum of understanding (MoU) between Sempra and Woodside in June 2015.
The deal also provides a framework within which the parties will share costs related to the project’s technical design, permitting and commercial development.

The project development, however, is subject to the receipt of all necessary permits and approvals and securing financial commitments.
