188NS has also been granted certificates of convenience and necessity to provide water and sewer service in the area currently served by Seges. 188NS proposes to adopt Seges’ existing water and sewer tariffs, including the current rates for water and sewer service.
On August 25, 2017, the Staff of the Public Service Commission recommended the joint application be approved.
“The Commission finds that 188NS possesses adequate technical, managerial, and financial capacity to operate the water and sewer systems it wishes to purchase from Seges,” said the Commission. “The Commission concludes that the factors for granting certificates of convenience and necessity to 188NS have been satisfied and that it is in the public interest for 188NS to provide water and sewer service to the customers currently being served by Seges.”
Those factors include: 1) there must be a need for the service; 2) the applicant must be qualified to provide the proposed service; 3) the applicant must have the financial ability to provide the service; 4) the applicant’s proposal must be economically feasible; and 5) the service must promote the public interest.
