OCI will bring together a consortium of partners for the development of the project and is expected to complete the first phase of 50MW by the middle of 2013.
The remainder of the project is expected to be completed by the end of 2016 and will have a cumulative construction outlay of $1bn.
Commenting on the development CPS Energy president and CEO Doyle Beneby said, "With 400 megawatts of solar, we attain zero-emissions energy to help hedge against environmental regulations; provide much needed generation during peak demand; and obtain affordable renewables while enhancing job opportunities for our customers and economic development for the entire region."
The project, said the company, is the largest municipal utility owned project in the country and will provide an economic impact of $700m per annum for the region.
