The natural gas-fired power plant, with 1,311MW of power generation capacity, is located at Contra Costa County approximately 40 miles (64 kilometers) east of San Francisco. The plant operates three units, which include Unit 5 with the 312 MW of capacity, Unit 6 with 317 MW of capacity, and Unit 7 with 682 MW of capacity.
On June 18, 2009, around one third of the power generated from Unit 5 and Unit 6 was not available to the power grid, said the California Independent System Operator.
The company did not plan to shutdown the full unit. Due to planned reasons, around 142MW of the unit was closed on June 17, 2009, stated the Cal ISO. The electricity generated from Unit 7 is sold to Pacific Gas & Electric, a unit of PG&E.
One MW of powers generated can serve around 700 homes in California.
