A formal application has been made by the Finnish utility Teollisuuden Voima to the National Council of State for the construction of a 1000 to 1600 MWe nuclear power plant at the Olkiluoto site where the utility currently operates two 840 MWe boiling water reactors. The application is justified on the ground of TVO’s belief that it is essential to Finland’s growing energy needs, and that it would help Finland meet its Kyoto greenhouse gas commitment by increasing the proportion of its non-emitting generation from 28 to 35 per cent. The preliminary environmental impact survey concluded last year that the proposed plant would have no environmental impact.
