The approval follows investigations by Northern Territory and Commonwealth regulators into the processing plant and associated maintenance and safety systems.
ERA CEO Andrea Sutton said: "We acknowledge that this was a serious incident that damaged community confidence in our operations."
"ERA will continue to work closely with the government and our stakeholders as we progressively increase our production," added Sutton.
The mine was forced to suspend operations after a uranium spill in December 2013.
Investigations found that more than one million liters of the toxic material escaped from the leaching tank.
Located near Kakadu National Park, the processing plant is expected to achieve normal production levels in the third quarter, with uranium oxide output estimated at 1,100-1,500 tons this year.
ERA expects a loss of between $120m and $140m for the first half of 2014 due to the suspension of processing operations.
