Counselor Ouyang visited all the areas for construction and living, and inspected in particular the conditions of the dam area, aggregate crushing and screening system, concrete batching system, safety measures taken at the powder magazine and quarries as well as the site hospital.
In the site meeting, CWE’s project management gave a report on the routine safety work, the implementation of overall safety check, and the plan in the next step. Counselor Ouyang fully affirmed CWE’s safety work and made four requirements: Firstly, the project management should draw lessons from the 8-12 Tianjing Blast Incident, eliminate potential safety risks, and pay great attention to implementation of all relevant rules and regulations. Secondly, the project management should make its emergency plan according to the social and political situation of Uganda to ensure its property and personal safety. Thirdly, the routine safety education for staff should be emphasized. Fourthly, the camp safety management should be strengthened through systematic supervision. The counselor hoped that CWE would exert itself for a successful completion of the project.
To meet the counselor’s requirements, CWE’s project management pledged to immediately improve its safety management mechanism, seriously conduct the overall safety check, appoint project managers to be in charge of safety check in shifts, take care of relationships with local employees and residents, adequately increase guarding force, establish its social security emergency plan, make preparations to respond to possible problems during the national general election, and continue its safety work to ensure the project execution and completion.
