The power project could include between 25 and 45 turbines, with a total generating capacity of between 50MW and 115MW.
According to the company, the wind farm will generate enough electricity to power up to 53,000 homes per year.
E.ON said it has produced three potential layouts for the wind energy project, which will be located near to the Newton Aycliffe town.
The formal Stage One consultation period for the wind farm runs from 31 August until 7 October 2011.
