Ghatampur thermal power plant is a 1,980MW super-critical coal-fired power project under construction at Ghatampur in the Kanpur district of Uttar Pradesh, India.

The project is being developed by Neyveli Uttar Pradesh Power Limited (NUPPL), which is a joint venture between Neyveli Lignite Corporation Limited (NLC, 51%) and Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited (UPRVUNL, 49%).

The coal-based power plant is planned to be developed in three phases of 660MW each, over an area of 1,886 acres. The estimated investment in the project is Rs172.37bn ($2.52bn).

The Ghatampur thermal power project broke ground in October 2016. The three units of the power plant are scheduled for commissioning in November 2020, May 2021, and November 2021, respectively.

Ghatampur thermal power project development history

An area covering 10km radial distance from the boundary of the planned thermal power plant was considered for study during the environmental impact assessment (EIA) of the project.

NUPPL received environmental clearance for the project from the Ministry of Environment, Forest & Climate Change (MoEF&CC), India, in June 2015, and  approval for the construction and operation of the power plant from the Government of India in July 2016.

A total of 2,046 acres of land was acquired for the development of the plant in November 2016.

Ghatampur thermal power plant make-up

The Ghatampur thermal power plant will comprise three 660MW supercritical coal-fired power generating units.

Each unit will be equipped with a super-critical, forced-circulation, and pulverized-firing boiler, a 3,000rpm multi-cylinder reheat condensing turbine generator, and a natural draft cooling tower.

The power plant will feature a 275m-high tri-flue chimney. Operating at a plant heat rate of 2,317kcal/kWh on gross calorific value (GCV) basis, the 1,980MW Ghatampur thermal power plant is expected to generate 14,000 million units (MU) of energy a year.

The total water requirement for the plant will be approximately 6,275m³/hr, which will be met through water from the West Allahabad Branch Canal of the Ganga River, near Bidhnu Kasba village.

Ash disposal will be made across 427 acres of land, while  806 acres will be used for raw water reservoir and other ancillary facilities.

Coal supply for Ghatampur thermal power plant

The coal requirement for the Ghatampur thermal power plant is estimated to be 11.35 million tonnes (Mt) a year.

The Ministry of Coal, Government of India, has allocated the Pachwara South Coal Block (PSCB) of Jharkhand and the Talabira II and III coal block of Odisha for the coal supply to the Ghatampur plant.

The power plant also has an option to use imported coal.

Power transmission

Ghatampur Transmission Limited (GTL), a wholly-owned subsidiary of Adani Transmission, is responsible for the power evacuation from the Ghatampur thermal power plant.

The electricity generated by the plant will be transmitted to Uttrar Pradesh and other nearby north-Indian states through three new 765kV single-circuit transmission lines and a 400kV direct current (DC) line.

The four transmission lines for the project are the Ghatampur-Agra 765kV S/C line, the Agra-Greater Noida 765kV S/C line, the Ghatampur-Hapur 765kV S/C line, and the Ghatampur - Kanpur 400kV D/C line.

The transmission infrastructure for the plant also includes 765kV Feeder ‘Bay’ at Hapur, Greater Noida, and Agra substations.

GTL was created as a special-purpose vehicle (SPV) for power transmission from the Ghatampur thermal power plant by REC Transmission Projects Company Limited (RECTPCL), a wholly-owned subsidiary of Rural Electrification Corporation (REC), in December 2016.

Adani Transmission acquired GTL in June 2018.


The Ghatampur thermal power project is being financed though 30% equity and 70% loan.

NUPPL secured a loan facility of Rs110.67bn ($1.62bn) for the project from a consortium of lenders led by the Power Finance Corporation of India (PFC), REC, and State Bank of India (SBI).

Contractors involved with the Ghatampur thermal power plant

L&T-MHPS Boilers (LMB), a joint venture boiler company of Larsen & Toubro and Mitsubishi Hitachi Power Systems, received a Rs38.6bn ($565.4m) contract in August 2016, for the design, engineering, development, supply, and commissioning of steam generators and auxiliary equipments for the project.

BGR Energy System  was awarded the balance-of-plant (BoP) contract worth Rs27.886bn ($408.5m) for the Ghatampur thermal power project in November 2016.

GE Power India is responsible for the design, engineering, manufacturing, supply, and commissioning of the electrostatic precipitator (ESP) units at the Ghatampur thermal power plant.

GE T&D India was awarded the electrical BOP contract for the project in the first half of 2017.

Sulzer supplies barrel-type boiler feed pumps, booster pumps, extraction pumps, and heater drain pumps for the Ghatampur thermal power plant.
