ACCORDING TO ABS-CB News.com, the water level in irrigation dams in the Bicol region of the Philippines are below their normal level due to effects of the El Nino phenomenon. The news has prompted the National Irrigation Administration (NIA) to strictly enforce the rotational method of water distribution to rice lands.

The abnormal lack of rainfall as a result of El Nino has caused water levels in Lake Buhi, Tigman and Cagaycay rivers to diminish. Reports from three major irrigation systems in Camarines Sur province have also indicated that three dams are experiencing below normal water level.
