UK-based Peel energy will develop the wind farm that is projected to generate enough power to supply the equivalent of 25,000 homes in Frodsham, Helsby and Elton.
The farm will also help displace about 50,000tpa of carbon dioxide emissions.
A DECC spokesman stated, "Onshore wind provides a clean, secure and home-grown source of energy which can make a real contribution to reducing emissions.
"This new wind farm will provide a significant amount of renewable electricity and bring benefits to the local community."
