Houston Industries and the Wood River Refining Co have signed an agreement to develop a 634 MWe power plant at the Wood River Refining Co site in Roxana, Illinois.
The proposed merchant plant will provide steam for the refinery and electricity to be sold by Houston Industries through its energy marketing and trading division, NorAm Energy Services (NES). A portion of the electricity will be made available to the Wood River Refining Co.
The agreement will allow the companies to proceed with project evaluation and negotiation of a final contract. The planned plant will be based on gas turbine combined cycle technology. Gas for the project will be supplied by NES.
