As per the application, PER will run the plant on an as-required basis to cater to New York City’s electrical energy requirements. The developers propose to erect an underwater transmission cable to pass 6.6 miles across the Kill Van Kull, Upper New York Bay and Gowanus Bay to Brooklyn to supply power to New York’s grid.
At the project site, Hess will supply a 200,000-gallon oil storage tank and a 10,000-gallon tank of pressurized aqueous ammonia to restrain any spills and firefighting equipment.
Walls will be installed at the site as barriers to noise.
