The participation rate has increased from 40% to 70% in those neighborhoods, said Donald Long, director of the DSWM.
Long said that collection will move from weekly to biweekly, and the new program will collect a variety of recyclables. The city will mail postcards explaining the new system to residents, and will include information along with their new carts.
