Being developed jointly with Mibugawa Power, a wholly-owned subsidiary of Marubeni, the project is scheduled to begin commercial operation from April 2015 and be managed by Mibugawa.

Adopted as a "Subsidized Project for Renewable Energy Promotion in Fukushima Prefecture", the project will use private and public land and the water of the Osawa River which runs through Shimogo Town to generate electricity.

The 175kW power plant would produce approximately 1 million kWh per annum, which is enough to power 300 ordinary houses annually, while the generated power will be sold under Japan’s feed-in-tariff scheme for over 20 years.

In addition to working on the production of renewable energy in Japan, Marubeni intends to develop around 30 small and medium-sized hydro power plants by 2020.
