The power project is jointly being developed by US Wind Force and Edison Mission Energy.
The project, which will include 23 wind turbines, represents a total investment of approximately $130m.
When completed later this year, the wind farm is expected to generate enough electricity for over 14,000 households.
Electricity generated by the wind farm will be sold to the University of Maryland System and the Maryland Department of General Services under 20-year agreements.
NewPage Corp, a North American coated paper manufacturer, also partnered with US Wind Force on this project.
